August Judicial Council Meeting

On August 8, 2018, the Judicial Council met in Marietta at the Hilton Atlanta/Marietta Hotel & Conference Center. New Judicial Council members took the oath of service, including:

Judge Juliette Wiltshire Scales, President-Elect, Council of Juvenile Court Judges

Judge TJ Hudson, President-Elect, Council of Probate Court Judges

Judge Joyette Holmes, First Vice President, Council of Magistrate Court Judges

Judge Dale R. “Bubba” Samuels, President-Elect, Council of Municipal Court Judges

Mr. Ken Hodges, President, State Bar of Georgia

Chief Justice P. Harris Hines presented awards to the 2018 Law Day Art Contest winners from Grady High School.

Mr. Jorge Basto, Judicial Council/Administrative Office of the Courts IT Division Director, reported on the Georgia Judicial Services Portal which will facilitate access to numerous services provided by both public and private entities. The Portal is provided to enable citizens and court professionals to access vital judicial services throughout the State of Georgia.

Committee Reports

• Justice Nels Peterson presented recommendations from the Records Retention Committee, which were approved and will be forwarded to the State Records Committee for further review.

• Vice Chief Judge Christopher McFadden presented changes to “Policies and Fees for Court Reporting Services in Criminal Cases.” The changes were approved. The Judicial Council approved the appointments of Ms. Pavon Bohanan, Mr. Kevin King, Mr. Christopher Paul Twyman, and Judge Brenda Trammell to the Board of Court Reporting.

• Judge David Emerson reported on behalf of the Judicial Workload Assessment Committee regarding the requests of the Griffin Judicial Circuit and Gwinnett Judicial Circuit for additional superior court judgeships.  The Judicial Council approved the requests.

• Mr. Christopher Hansard presented amendments to the “Georgia Court Guide to Statistical Reporting” for review. The Guide was approved with additional edits provided by the Council of Juvenile Court Judges.

• Presiding Justice Harold Melton reported on behalf of the Legislative, Budget, and Technology Committees. The Council voted to support several legislative items and approved budget enhancement requests for FY 2020.

• Judge Shawn LaGrua presented an update on the Rules and Regulations for the Georgia Certified Process Server Program.

• Judge Wayne Purdom presented the Final Report of the Judicial Council Ad Hoc Committee on Misdemeanor Bail Reform.

JC/AOC Report

Cynthia Clanton, Director, Judicial Council/AOC, presented Chief Justice Hines with a portrait of UGA X from Mr. Sonny Seiler, owner of the UGA mascot and former Judicial Council member.  In the interest of time, Ms. Clanton shortened her remarks.  You can read her full report here.

The next meeting of the Judicial Council will be held on December 7, 2018 in Atlanta. Should a meeting be required before that date, a meeting will be held via teleconference on October 19.
