Transitions

• Judge S. Phillip Brown, Superior Court, Macon Judicial Circuit, retired on December 31, 2013.  Judge Brown, a graduate of Mercer’s Walter F. George School of Law, was appointed in 1995 by Gov. Zell Miller.  In 2007, Judge Brown created Bibb County’s Mental Health Court.
 
• Judge Shepherd Howell, Superior Court, Cherokee Judicial Circuit, retired on February 1, 2014, having served 24 years on that court’s bench.  Judge Howell served on the Judicial Council from 2006 – 2007.  He has been appointed as a senior judge by Gov. Deal.
 
• Judge Michael C. Clark, Superior Court, Gwinnett Judicial Circuit, retired for February 28, 2014.  Judge Clark served on the Judicial Council from 2008-2010. He has returned to private practice.
 
• Judge John C. Kelly, Probate Court of Dodge County, has retired on March 31, 2014, after 28 years in office.
