In Memoriam

altFormer Judge Joe Wesley Rowland (at left) of Wrightsville served as the Chief Magistrate of Johnson County from 1983 until his retirement in 2008. Judge Rowland, a graduate of Mercer Law School, practiced law in Wrightsville for 40 years. He passed away on September 23, 2015 at his home.

altFormer Judge Ralph E. Carlisle (at right) celebrated his 99th birthday in August. Prior to his career in law, Judge Carlisle graduated from the University of Georgia and Northwestern University, served the US Navy during World War II, and was appointed Deputy Clerk of the Court of Appeals where his father sat as judge.  In 1960, he graduated from Atlanta Law School; later being appointed judge in Avondale, GA.  From 1976 to 1987, Judge Carlisle was judge of the State Court of DeKalb County, during which time he was president of the Council of State Court Judges.  Judge Carlisle of Athens died on November 2, 2015.
